Ethical Values for Civil Service Personnel

Chapter (5)
Innovativeness and Competitiveness

10. The Civil Service Personnel shall-
(a) study continuously in order to become the competent and dedicated personnel for the
development of the State and Organization;
(b) share their work experience and technical knowledge;
(c) have functional competencies, and modernized technical skills and innovative ideas;
(d) be able to solve successfully the workplace problems with the effective and innovative way;
(e) be able to think deeply and broadly;
(f) have good judgment and critical thinking skills.

Chapter (6)
Honesty, Dignity and Trustworthiness

11. The Civil Service Personnel shall-
(a) be honest in delivering the services to the public;
(b) maintain professional and ethical conduct at best;
(c) avoid misappropriation of vested authority according to the duty and not use coercion;
(d) prevent the wastage and loss of State property and finance;
(e) make efforts to build and maintain trust between the government and the public;
(f) separate personal matters from position, department, duties and responsibilities;
(g) be free from corruption;
(h) ensure that information to which level of security classification is assigned is not disclosed;
(i) be honest, and loyal to the State, respective organization and the public;
(j) be trustworthy and able to undertake the responsibilities assigned by the department and organization;
(k) be trustworthy and respect each other;
(l) avoid behaviors and expression that may cause misunderstanding in the organization and among staff;
(m) avoid using departmental information for personal interest;
(n) not engage in any business connected to the vested authority for self-interest.

Chapter (7)
Outstanding Competencies and Technical Competencies

12. The Civil Service Personnel shall-
(a) study continuously to improve leadership and management skills;
(b) learn how to effectively implement public policies and programmes;
(c) provide services to the public with full competencies and the highest level of expertise;
(d) study how to cooperate in the workplace and develop the skills based on performance and competency-based criteria;
(e) be able to understand and apply the modern communication technologies;
(f) observe the policies, law, rules, orders and directives issued by the State and organizations;
(g) be able to successfully accomplish the duties and responsibilities with minimal supervision;
(h) be able to perform the duties competently according to their respective positions and
support their colleagues to become competent;
(i) learn continuously to become well- qualified.

Chapter (8)
Inclusive Participation and Coordination

13. The Civil Service Personnel shall-
(a) not discriminate on the basis of race, place of birth, religion, position and sex in any civil service matters;
(b) respect mutually according to the departmental, traditional and cultural practices;
(c) cooperate with, if necessary, local and international government organizations, non-governmental organizations, and private organizations in accordance with the enacted policies;
(d) cooperate with others with team spirit while undertaking the assigned duties and
responsibilities.

Chapter (9)
Impartiality, Free from Corruption and Fairness

14. The Civil Service Personnel shall-
(a) provide services in a timely manner and free from corruption;
(b) follow the Constitution (2008), existing laws, rules, regulations, by-laws, notifications,
directives, procedures, and regional orders and directives issued occasionally;
(c) avoid bias, and behaviours and expressions that may cause public misunderstanding;
(d) deal the public with respect and empathy, and treat fairly;
(e) make fair decisions in a timely manner;
(f) be free from the party-politics.

Chapter (10)
Transparency, Responsibility and Accountability

15. The Civil Service Personnel shall-
(a) perform the duties and responsibilities in a transparent and right manner in accordance with the related existing laws and rules, for the interest of the State and its people;
(b) be responsible and accountable for their actions and decisions while performing the duties;
(c) review properly and act transparently on the public report in accordance with the related
existing laws, rules, procedures, policies, orders and directives;
(d) have sense of responsibility, accountability and duty.

Conclusion

18. The Civil Service Organizations and the Civil Service Personnel will gain trust of the public by observing the Ethical Values for The Civil Service and it will promote the development of the Nation, rule of law and prosperity of the public in building the New Federal Democratic Nation.

19. The provisions included in Ethical Values for Civil Service are the Core Values supporting the Civil Service Personnel to become the ethical and dedicated personnel, and the competent Civil Service Organizations as well as the better Society. Thus, all the Civil Service Personnel must observe the Ethical Values for Civil Service Personnel.
