Ethical Values for Civil Service Personnel

7. Ethical Values for Civil Service Personnel and other institutional Codes of Conduct are integral part of the sustainable development of the civil service sector. In order to implement the organizational policies, objectives and processes, the civil service personnel shall adhere to the following ethical values which support “all-encompassing” aspects on obligations and results to be feasible influence:

  • (a) Commitment to people-centered Civil Service;
  • (b) Diligence, Effectiveness and Efficiency;
  • (c) Innovativeness and Competitiveness;
  • (d) Honesty, Dignity, and Trustworthiness;
  • (e) Outstanding competencies and Technical competencies;
  • (f) Inclusive Participation and Coordination;
  • (g) Impartiality, free from corruption, and Fairness;
  • (h) Transparency, Responsibility and Accountability.

Chapter (3)

Commitment to People-centered Civil Service

8. The Civil Service Personnel shall-

(a) perform their duties and responsibilities for the interest of the State and its people with regard;
(b) prevent the wastage and loss of natural resources;
(c) put efforts to improve the public service standards in order to respond to the needs of
the people promptly;
(d) set priorities to accomplish timely the tasks with empathy and respect to the public, without discrimination on the basis of race, religion, position and sex;
(e) take considerations and commit to produce the good results, in order to gain the public trust and to be the role model of future generations;
(f) protect the interest of the State and its People by upholding code of conduct with good
willingness;
(g) avoid any expressions and manners that cause damage to the public interest.

Chapter (4)
Diligence, Effectiveness and Efficiency

9. The Civil Service Personnel shall-
(a) coordinate effectively with each other, and with other departments and organizations;
(b) carry out the assigned duties and responsibilities enthusiastically and willingly in a timely manner;
(c) participate actively in the professional activities related to their duties and responsibilities;
(d) carry out the assigned duties and responsibilities seriously to ensure validity without any mistakes.
