16. If the ethical problems cause among the civil service personnel, the supervisor needs to investigate the sources of problems in order to solve, decide or give suggestions and then report hierarchically in a timely manner.

17. Senior officers must handle any problems reported by the juniors by holding principles of honesty, integrity, fairness and impartiality in accordance with the existing law, rules, regulations and orders and directives issued occasionally.
