3. After sub-rule (l) of rule 23 of the Union Civil Service Board Rules, sub-rules (m) and (n) shall be inserted as follows:

(m) whether the nominated service personnel have been psychologically tested.
(n) whether the nominated service personnel have attended the training courses conducted by the Civil Service Academies stipulated for the present post.
