Union Civil Service Board Rule 22

22. When initial appointed posts of the gazetted officer rank become vacant and service personnel need to be promoted to fill up the posts, the ministries and organizations shall coordinate it with the Board by nominating the service personnel in the waiting list and obtain approval from it.
